Hugo has over 13 years of work with local and international organizations in research and communications, policy, and international human rights and humanitarian law.

He started his international career in capacity building with associations in Morocco. He then worked with Human Rights Watch doing research, communications, advocacy and operations in Brazil. Hugo was communications and operations consultant for Élan Interculturel in Paris supporting content development and online communications, and also worked with the United Nations covering political affairs, social media campaigns, and event management for UNOCT.
